Supreme Court accepts Myanmar EXIM loan case against Thaksin
BANGKOK, July 30 (TNA) - Thailand's Supreme Court Criminal Division for Political Office Holders on Wednesday agreed to proceed to trial regarding the Export-Import Bank of Thailand (EXIM Bank) loan case filed by the now-dissolved Assets Examination Committee against deposed prime minister Thaksin Shinawatra.
The court has scheduled its first hearing on the case for September 16.
"The lawsuit is under the jurisdiction of the Supreme Court and has been brought in compliance with the litigation process requirement," the court justice explained. "So, it had issued an order to accept the case."
The court will issue a summons to the accused within 15 days of the order being issued.
The case is the second against Thaksin accepted by the court this week, after judges on Monday agreed to consider charges against the former prime minister and his aides concerning a lottery scheme in 2003.
The EXIM Bank loan scandal originated in the bank's decision to lend B t4 billion to Myanmar for the purchase of satellite equipment for national development during the Thaksin-led administration.
The loan approval drew criticism that Mr. Thaksin, who supervised the bank at that time, had conducted foreign policy for his Shinawatra family's business gains.
Following the military coup in 2006, the coup maker-appointed AEC had examined the issue and alleged that the bank loan was approved because Mr. Thaksin had made a personal deal with the Myanmar's military junta seek its favour in giving a concessions for development of the telecom network system in the country to Shin Satellite, a subsidiary of the then Shinawatra family-held Shin Group.
The AEC also charged that the loan was given with an interest rate lower than normally required and that the grace period was later extended to five years from the original two years.

Millions In Aid For Myanmar Disappears

United Nations - On Monday, the U.N.'s Under-Secretary-General for Humanitarian Affairs John Holmes said about $10 million sent to aid cyclone victims in Myanmar has been absorbed via an inequitable exchange rate.
He did not rule out the possibility that the funds are being deliberately skimmed by the country's ruling military junta.
What ever the cause, there is room for error because currency given by relief agencies must first be traded for foreign exchange certificates (FEC) before they are converted by traders to Myanmar currency, the kyat.
When the certificates are exchanged for kyats, the U.N. reported it has ben losing up to 25 percent, although the average has been about 15 percent.
Mr. Holmes explained that roughly a third of approximately $200 million so far spent by U.N. agencies in Myanmar had been used to buy local products and services. He estimated $10 million had been lost on the trades.
"Clearly this is a significant problem in terms of the loss generated in terms of the dollar and that's why we've raised it with the government now," Mr. Holmes said, adding that the government had promised to work with the U.N. to find a practical solution.
"We are pressing them very hard to do that."
As for the impact on relief efforts, the exchange margin only affected money spent locally, not imported goods or international staff salaries. The United Nation's Office for the Coordination of Humanitarian Affairs (OCHA) had calculated that the exchange rate affected perhaps only about one-third of total aid expenditure.
"So the losses are significant, but not absolutely gigantic ... still, it's a significant problem that needs to be addressed," Mr. Holmes said.
The question remains as to who actually benefited from the exchange rates, and the ruling junta of Myanmar has yet to be ruled out as the beneficiary.
Since the junta's officials oversee the currency traders and banks, it is speculated that key personnel lined their pockets with money meant to help disaster victims.
When asked why OCHA had not mentioned the problem during the revised appeal for more aid to help victims of Cyclone Nargis, Mr. Holmes responded that when OCHA had presented the revised appeal, officials had not been aware of the extent of the loss.
"If we had known it at that time, maybe it would have been better to include it in the appeal," Mr. Holmes said.
"Perhaps we were a bit slow to recognize - because the spread suddenly widened in June - how big a problem this was going to become for us," Mr. Holmes said.
Cyclone Nargis struck Myanmar on May 2, with 84,000 confirmed dead, 20,000 injured and 53,000 still missing.
The cyclone caused an estimated $11 billion worth of damage, according to the government of Myanmar.
In its immediate aftermath, the military junta refused international aid.
Later, it agreed to foreign relief under the Association of Southeast Asian Nations (ASEAN) supervision.
The government of Myanmar is notorious for human rights abuses with its iron fist policies. Forced labor, land grabs, torture and rape are common military tactics, often targeting ordinary civilians going about their daily affairs.
The U.N. requested a total of $481 million to assist the survivors of the most devastating cyclone in Myanmar's recorded history. So far donor governments have provided slightly less than $200 million.
"We're against any waste of resources that taxpayers around the world and member states provide to meet the needs of people around the world," U.S. ambassador to the U.N. Zalmay Khalilzad, said. "We also do not want any diversion of it to unintended goals, and that applies 0to this case."
The Bush administration has spent $47.2 million so far on assistance to Myanmar.

Mae La camp, the biggest refugee camp along Thai-Myanmar border
Mae La camp is home to more than 50,000 refugees. Refugees, who fled violence in Myanmar, leave Thailand for third countries and hope for a better life for the resettlement. We have more details in this report from Reuter.
Thousands of bamboo huts have been built tightly together on the hill in Mae La camp, the biggest refugee camp along Thai-Myanmar border in Mae Sot district, 600 km north of Bangkok, providing shelter to refugees who fled their homeland to Thailand when Myanmar's military junta attacked them for forced labour and enslavement.
With their hope for a better life, Thailand was considered to be the only choice for them at that time.
That choice brought them to the Mae La camp, the biggest refugee camp in nine camps along Thai-Myanmar border which accommodate 48,000 people of which are mainly ethnic Karen.
It is about four kilometres away from Myanmar border and have existed since 1984 as a small settlement for ethnic Karen who have fled the biggest Myanmar army offensive.
However, freedom in the camp is limited and refugees are not allowed to go beyond the fence. Most of the adults just live aimlessly with nothing to do. Children run and play around in the trash-filled maze as many of them do not attend school.
To get away from the restrictions, Ah Jam (pron: Ar Jam) and her family then applied for a resettlement programme to the United States hoping her children would have a better life than being in the camp.
Ah Jam, Myanmar refugee said "My life will be better because my life is very hard here. It will be different and better in America."
Ko Kyaw, Myanmar refugee said "When I arrive there, I will need a sewing machine. I can earn money and continue my life from the sewing machine."
The U.S. is an alien country for these refugees with different culture and language. Many of them cannot speak English at all, with only a handful speaking broken English but they will have to attend cultural orientation and language classes before leaving for their new home.
Almost 1,300 of refugees depart every month from the refugee camps along Thai-Myanmar border.

50 engineers from Thailand and Myanmar held a meeting to discuss the construction of regional transport linkages, including the Thailand-Myanmar-India Highway and the route from Myawaddy in Myanmar.
The meeting was held at Centara Maesot Hill Hotel in Mae Sot district of Tak province. The 1,400-kilometer economic linkage will start from Mae Sot through Myawaddy and end at the border of India.
The construction of regional highway aims to promote trade and tourism industries while strengthening international relations between three economic counterparts. About 80 kilometers of highway has already been constructed.

We, AASYC-BD would like to introduce concerning 8888 program that will hold on August 8, 08 in Dhaka leading by AASYC in cooperation with other alliance parties and including individual. Therefore we, All Arakan Students and Youths Congress want all of our colleagues to participate or join in the same day.
Since 1988 people uprising in Burma, where hundred of thousand of civilians were killed by brutal military junta crack downed across the country, so in this time of this year is very significant day of in Myanmar’s history around the world not to forget that people were blood in land and sacrificed. Many of demonstrators had to flee to neighboring countries like Thailand, Bangladesh and India including other countries and the rest of remaining protectors were arrested and many of them seriously tortured and put in Jail by the authorities of Burma military Junta.
Today is 20th Anniversary of the massacre of unarmed civilian’s bathes Military Regime of Burma, therefore the day of the occurred is deep concern to keep in mind and need to mobilized or awareness all over the world that who were working for pro-democracy movement inside and outside liberate areas, it would be a good program, reality if we will cooperate with together all our colleagues on the activities.
Aim and Object
1. Immediately dialogues with political parties and including Daw Aung San Suu Kyi.
2. Stop the systematically use of rape by the Burmese military as a political weapon against the ethnic nationalities of Burma.
3. Immediately free political prisoners and allow their participation in the political process.
4. Provide humanitarian relief and assistance to the people of Burma especially ethnic nationalities areas.
5. Strengthen international sanctions and introduce new measures against the military until take concrete step to into political dialogues.
6. Re-affirm our commitment to a ‘Tripartite Dialogues’ as the best means to achieve national reconciliation and democracy.

The Olympics countdown – broken promises
AMNESTY INTERNATIONAL PRESS RELEASE
China: Authorities' broken promises jeopardize Olympic legacy
(Hong Kong) The Chinese authorities have broken their promise to improve the country's human rights situation and betrayed the core values of the Olympics, said Amnesty International in a new report published today, marking the 10 day countdown to the Games.
"By continuing to persecute and punish those who speak out for human rights, the Chinese authorities have lost sight of the promises they made when they were granted the Games seven years ago," said Roseann Rife, Asia-Pacific Deputy Director at Amnesty International at a press conference in Hong Kong.
"The Chinese authorities are tarnishing the legacy of the Games. They must release all imprisoned peaceful activists, allow foreign and national journalists to report freely and make further progress towards the elimination of the death penalty."
Amnesty International' s report "The Olympics Countdown: Broken Promises" evaluates the performance of the Chinese authorities in four areas related to the core values of the Olympics: persecution of human rights activists, detention without trial, censorship and the death penalty.
The document concludes that in most of these areas human rights have continued to deteriorate in the run-up to the Olympics. In preparation for the Games, the Chinese authorities have locked up, put under house arrest, and forcibly removed individuals they perceive may threaten the image of `stability' and `harmony' they want to present to the world.
Amnesty International believes that local activists and journalists working on human rights issues in China are at particular risk of abuse during the Games.
Human rights activist and writer Hu Jia continues to serve his sentence for "inciting subversion" by writing about human rights and giving interviews to foreign media. Hu Jia suffers from liver disease due to a Hepatitis B infection but the authorities have prevented his family from providing him with medicine in the prison.
The International Olympic Committee (IOC) President, Jacques Rogge, recently claimed the IOC's their quiet diplomacy had led to several human rights reforms, including the new regulations for foreign media.
"We welcome the IOC's recognition of its role on human rights, but given the current reality, we are surprised at their confidence that foreign media will be able to report freely and that there will be no internet censorship," said Roseann Rife. "And they must speak out when the authorities violate the wider Olympic principles."
"Additionally, world leaders who attend the Games need to raise their voice publicly for human rights in China and in support of
individual Chinese human rights activists. A failure to do so will send the message that it is acceptable for a government to host the Olympic Games in an atmosphere of repression and persecution. "
Amnesty International' s report concluded that:
Many human rights defenders continue to be held in prisons across China and under house arrest; others are tightly monitored by police to ensure they will not disrupt the Olympics in any way.
The Chinese authorities have extended the use of punitive administrative detention – including
"Re-education through Labour" and "Enforced Drug Rehabilitation" – to "clean up" Beijing before the start of the Olympics and ensure activists stay out of sight during the Games.
Temporary media regulations that were supposed to allow greater freedom of reporting for foreign media have not been fully implemented. The Foreign Correspondents Club of China reported 260 cases of reporting interference since 1 January 2007. The regulations do not extend to Chinese journalists who continue to be prevented from
publishing stories on issues deemed sensitive by the government.
The death penalty continues to be used for some 68 crimes, including some non-violent crimes such as economic and drug-related offences. Despite assurances that the number of executions has dropped since the Supreme People's Court reinstated the review process, the Chinese authorities have not published actual figures.
Liu Jie, a rural activist, was detained in Beijing and assigned to 18 months "Re-education through Labour" (RTL) in Heilongjiang province, northeast China, where local sources say she has been physically abused for having organized a public letter urging leaders to carry out political and legal reforms, including abolition of RTL.
In June 2008, the police detained Sichuan-based human rights activist Huang Qi on suspicion of "illegally acquiring state secrets".
Huang had been involved in assisting the families of five primary school pupils to bring a legal case against the local authorities. The five pupils died when the school buildings collapsed in the earthquake in Sichuan in May.
In 2001, when China was granted the hosting of the 2008 Olympic Games, Wang Wei, Secretary General of the Beijing Olympic Bid Committee said: "We will give the media complete freedom to report when they come to China. ( … ) We are confident that the Games coming to China not only promote our economy but also enhances all social conditions, including education, health and human rights."

Aug. 8, 2008 is the 20th Anniversary of Burmese Democratic Uprising. In order to commemorate this important occasion, the Canadian Friends of Burma is planning a series of events and demonstration on Aug.7 and 8, 2008.
Burmese activists and Burma supporters will join in a demonstration to be held in front of the Chinese Embassy in Ottawa on Aug.7 at noon. The Canadian Friends of Burma is working with Canada-Tibetan Committee and other organizations to coordinate this action. Please join with us at the Chinese Embassy on Aug. 7 at noon.
On Aug. 8, the Canadian Friends of Burma will hold both outdoor and indoor events in Ottawa. The first event will start at 5pm on Aug. 8 at the Human Rights Monument. We will have some live music and speeches, along with colourful banners, posters and flags (fighting peacocks, the symbol of Burmese democratic movement and Tibetan flags).
At 7pm, we will hold an official commemoration in the Ottawa City Council Chamber, with speeches, slideshow and video documentary on 8888 uprising. “Olympic Games: Burma in Chain” video presentation will be also screened.
The Canadian Friend of Burma is also in the process of producing a music album entitled “Burma Hands off” and will be available during the 20th Anniversary of this uprising.
The most exciting part of all would be the proclamation of “Burma Day” by Ottawa City on Aug. 8. We are working on it and hoping that the Ottawa City Mayor will proclaim it.
Therefore, I earnestly invite you to join in the following events:

ေ႐ႊ႕ေျပာင္းျမန္မာ ကေလးငယ္မ်ား၏ ပညာေရး၊ က်န္းမာေရး ကိစၥမ်ား တိုးတက္ေရး ပိုမိုကူညီမႈ ေပးႏိုင္ဖို႔ အတြက္ အေမရိ ကန္သမၼတကေတာ္ ေလာ္ရာဘုရွ္ လာမည့္လ (၇) ရက္ေန႔တြင္ မဲေဆာက္ၿမိဳ႕ရွိ မယ္ေတာ္ ေဆးခန္းသို႔ လာေရာက္မည္ ျဖစ္ သည္။
မယ္ေတာ္ေဆးခန္း တာ၀န္ခံ ေဒါက္တာစင္သီယာေမာင္က “က်မတို႔ေဆးခန္းကို ေနာက္လ (၇) ရက္ေန႔ လာမယ္။ မဲေဆာက္ေဒသအတြင္းမွာရွိတဲ့ ျမန္မာေ႐ႊ႕ေျပာင္းေက်ာင္း ေတြမွာ ေဘာ္ဒါ ေဆာင္ေနတဲ့ ျမန္မာ ကေလး (၁,၅၀၀) နဲ႔ ျပည္တြင္းက ကေလး (၁,၀၀၀) အတြက္ ေလာ္ရာဘုရွ္တို႔အဖြဲ႔က မႏွစ္ကစၿပီး ေထာက္ပံ့ ကူညီမႈ ေပးတယ္။ အဲဒါနဲ႔ ဆက္စပ္ၿပီး ဒီက အေျခအေနကုိ လာေရာက္ေလ့လာတာ ျဖစ္တယ္လို႔ သိရ တယ္” ဟု ေခတ္ၿပိဳင္သို႔ ေျပာသည္။
၎ကေလးငယ္မ်ားအတြက္ ေထာက္ပ့့့ံမႈမ်ားကို ႏုိင္ငံတကာ ကယ္ဆယ္ေရးေကာ္မတီ (IRC) မွတဆင့္ မယ္ ေတာ္ ေဆးခန္းသို႔ ေပးပို႔လႉဒါန္းျခင္းျဖစ္ၿပီး နယ္စပ္ႏွင့္ ျပည္တြင္းမွ အေဆာင္ေန ျမန္မာကေလးငယ္မ်ား အ တြက္ သူမတို႔အဖဲြ႔မွ ကူညီေပးျခင္းျဖစ္ေၾကာင္း မယ္ေတာ္ေဆးခန္း တာ၀န္ခံက ေျပာသည္။
ေလာ္ရာဘုရွ္၏ ခရီးစဥ္ႏွင့္ ပတ္သက္၍ မဲေဆာက္ၿမိဳ႕ပိုင္ ႏိုင္ေကာ္ကယ္က်ဴလားဖန္းက “အေမရိ ကန္ သမၼတကေတာ္ (၇) ရက္ေန႔ မဲေဆာက္ကိုလာမယ္။ သူ႔ရဲ႕ေရွ႕ေျပးလူ (၃၀) မနက္ျဖန္ ေရာက္ ၿပီး ႀကိဳတင ္ျပင္ဆင္မႈေတြ လုပ္မွာျဖစ္တယ္” ဟု အတည္ျပဳ ေျပာသည္။
ျမန္မာေ႐ႊ႕ေျပာင္းအလုပ္္သမား ပညာေရးေကာ္မတီ (BMWEC) ဥကၠ႒ ဆရာမ ေနာ္ေဖာေရ က “လာမယ့့္ (၇) ရက္ေန႔ သူနဲ႔ေတြ႔ရင္ ေရႊ႕ေျပာင္းကေလးေတြရဲ႕ ပညာေရးသင္ၾကားမႈ အေနအထား ကုိ ဒီေလာက္နဲ႔ မရပ္ေစ ခ်င္ဘူး။ ဒီထက္ဆက္ၿပီး ဆံုးခန္းတိုင္ ပညာသင္ၾကားခြင့္ ရဖို႔ဆိုတဲ့ အခြင့္ အေရးကို ကူညီဖို႔ တိုက္တြန္းမယ္” ဟု ေျပာသည္။
မယ္ေတာ္ေဆးခန္းႏွင့္ ျမန္္မာေရႊ႕ေျပာင္းအလုပ္သမား ပညာေရးေကာ္မတီအဖြဲ႔မ်ားက ေလာ္ရာ ဘုရွ္အား နယ္စပ္က်န္းမာေရးႏွင့္ ပညာေရး အေျခအေနမ်ားအား ရွင္းျပမည္ျဖစ္သည္။
မဲေဆာက္ေဒသအတြင္း မဲေဆာက္၊ မဲလမတ္၊ ဖို႔ဖတ္၊ သံုးၿမိဳ႕နယ္တြင္ ျမန္မာကေလးငယ္ေရႊ႕ ေျပာင္း စာသင္ ေက်ာင္း (၅၄) ေက်ာင္းရိွၿပီး ေရႊ႕ေျပာင္းျမန္မာကေလးငယ္ (၁၀,၀၀၀) ခန္႔ ပညာသင္ၾကားလ်က္ရိွသည္ဟု BMWEC ၏ စစ္တမ္းက ေဖာ္ျပထားသည္။ ။

မုန္တိုင္းဒဏ္သင့္ ဧရာ၀တီျမစ္၀ကၽြန္းေပၚေဒသမွာ ျပန္လည္ထူေထာင္ေရး လုပ္ေဆာင္ေနတာေတြကို ရန္ကုန္ၿမိဳ႕အေျခစိုက္ ႏိုင္ငံျခားသံတမန္ေတြနဲ႔ သတင္းမီဒီယာသမားေတြကို ျမန္မာအစိုးရ ႏိုင္ငံျခားေရးဌာနက လွည့္လည္ျပသခဲ့ပါတယ္။ သတင္းမီဒီယာသမား ေတြ လိုက္ခြင့္ရတဲ့ ပထမဆံုးခရီးစဥ္မွာ ဖ်ာပံု၊ ေဒးဒရဲနဲ႔ လပြတၲာၿမိဳ႕နယ္ေတြ ပါ၀င္ပါတယ္။
ဖ်ာပံံုခရီးစဥ္ကို ျမန္မာ ဒုတိယႏိုင္ငံျခားေရး၀န္ႀကီး ဦးေက်ာ္သူက ဦးေဆာင္ၿပီး ဂ်ပန္သံအမတ္၊ အေမရိ ကန္စစ္သံမႉးနဲ႔ ႐ိုက္တာနဲ႔ ဆင္ဟြာတို႔က သတင္းသမားေတြ ပါ၀င္တယ္လို႔ ဆင္ဟြာသတင္းတပုဒ္မွာ ေဖာ္ျပ ထားပါတယ္။ မေန႔တုန္းကေတာ့ ကုလ သမဂၢ လူသားေဘးဒုကၡဆုိင္ရာ ကူညီကယ္ဆယ္ေရး အႀကီးအကဲ ဂၽြန္ ဟုမ္းမ္စ္ (John Holmes) က နာဂစ္မုန္တုိင္းဒဏ္သင့္ ျမန္မာႏိုင္ငံအတြက္ ကုလသမဂၢရဲ႕ လႉဒါန္း ေငြေတြဟာ ၂၅% အထိ ဆံုး႐ံႈးနစ္နာေနရတယ္လို႔ ၀န္ခံေျပာၾကားလိုက္ပါတယ္။
ႏိုင္ငံျခားေငြကို ျမန္မာစစ္အစိုးရရဲ႕ FEC ေခၚ ႏုိင္ငံျခားေငြလဲလက္မွတ္ႏႈန္းနဲ႔ လဲလွယ္ရ တ့ဲအတြက္ အေမရိ ကန္ေဒၚလာ ၁၀ သန္းေလာက္ ဆံုး႐ံႈးနစ္နာခဲ့ရတယ္ဆိုတာကို နယူး ေယာက္ၿမိဳ႕ ကုလသမဂၢဌာနခ်ဳပ္မွာ မေန႔ က ျပဳလုပ္ခဲ့တဲ့ သတင္းစာရွင္းလင္းပြဲအတြင္း မစၥတာဟုမ္းမ္စ္က ေျပာၾကားခဲ့တာပါ။ တစ္ FEC ဟာ ျပင္ပေပါက္ ေစ်းထက္ ၂၅% ေလ်ာ့နည္းေနတယ္၊ ဒီျပႆနာကို မိမိတို႔ ျမန္မာစစ္အစိုးရကို အေၾကာင္းၾကားထား တယ္၊ ဒီကိစၥ မွာ ဘယ္သူအျမတ္ထြက္ေနတယ္ဆိုတာ သူ႔အေနနဲ႔ ရွင္းရွင္း လင္းလင္း မသိဘူးလို႔ မစၥတာဟုမ္းမ္စ္က ဆိုပါတယ္။
ျမန္မာစစ္အစိုးရဟာ သူ႔အတြက္ ဘ႑ာေငြရဖို႔အတြက္ အေတာ္နိမ့္တဲ့ေငြလဲႏႈန္းကို အသံုးခ်ခဲ့တယ္လို႔ ေ၀ဖန္ၾကပါတယ္။ နာဂစ္မုန္တိုင္းသင့္ ျမန္မာျပည္သူေတြအတြက္ ႏိုင္ငံတကာက ကူညီေထာက္ပံ့တာေတြကို ျမန္မာစစ္အစိုးရက ကန္႔သတ္ခ်ဳပ္ခ်ယ္တဲ့ အေပၚ ျပစ္တင္႐ႈတ္ခ်မႈရဲ႕ေနာက္ပိုင္းမွာ စစ္အစိုးရရဲ႕ ေငြ လဲလွယ္ႏႈန္းေၾကာင့္ ႏိုင္ငံ တကာကေပးတဲ့ အကူအညီေတြ သိသာတဲ့ ပမာဏအတိုင္းအတာနဲ႔ ဆံုး႐ံႈးမႈျဖစ္ခဲ့ရ တာ ကို ကုလသမဂၢက ၀န္ခံလိုက္တာျဖစ္ပါတယ္။
ဒီအေတာအတြင္းမွာပဲ ေရာဂါျဖစ္ပြားမႈႏႈန္းျမင့္မားတဲ့ ၾကက္ငွက္တုပ္ေကြးေရာဂါကို တားဆီးကာကြယ္ဖို႔၊ ထိန္းခ်ဳပ္ဖို႔နဲ႔ တိုက္ဖ်က္ဖုိ႔ေတြမွာ ကမာၻ႔ဘဏ္ရဲ႕ ေငြေၾကးအကူ အညီနဲ႔ FAO ကုလသမဂၢ စားနပ္ရိကၡာနဲ႔ စုိက္ပ်ဳိးေရး အဖြဲ႕က ျမန္မာႏိုင္ငံကို အကူအညီ ေပးမယ္ဆိုတဲ့သတင္း ထြက္လာပါတယ္။

ဖ်ာပံံုခရီးစဥ္ကို ျမန္မာ ဒုတိယႏိုင္ငံျခားေရး၀န္ႀကီး ဦးေက်ာ္သူက ဦးေဆာင္ၿပီး ဂ်ပန္သံအမတ္၊ အေမရိ ကန္စစ္သံမႉးနဲ႔ ႐ိုက္တာနဲ႔ ဆင္ဟြာတို႔က သတင္းသမားေတြ ပါ၀င္တယ္လို႔ ဆင္ဟြာသတင္းတပုဒ္မွာ ေဖာ္ျပ ထားပါတယ္။ မေန႔တုန္းကေတာ့ ကုလ သမဂၢ လူသားေဘးဒုကၡဆုိင္ရာ ကူညီကယ္ဆယ္ေရး အႀကီးအကဲ ဂၽြန္ ဟုမ္းမ္စ္ (John Holmes) က နာဂစ္မုန္တုိင္းဒဏ္သင့္ ျမန္မာႏိုင္ငံအတြက္ ကုလသမဂၢရဲ႕ လႉဒါန္း ေငြေတြဟာ ၂၅% အထိ ဆံုး႐ံႈးနစ္နာေနရတယ္လို႔ ၀န္ခံေျပာၾကားလိုက္ပါတယ္။
ႏိုင္ငံျခားေငြကို ျမန္မာစစ္အစိုးရရဲ႕ FEC ေခၚ ႏုိင္ငံျခားေငြလဲလက္မွတ္ႏႈန္းနဲ႔ လဲလွယ္ရ တ့ဲအတြက္ အေမရိ ကန္ေဒၚလာ ၁၀ သန္းေလာက္ ဆံုး႐ံႈးနစ္နာခဲ့ရတယ္ဆိုတာကို နယူး ေယာက္ၿမိဳ႕ ကုလသမဂၢဌာနခ်ဳပ္မွာ မေန႔ က ျပဳလုပ္ခဲ့တဲ့ သတင္းစာရွင္းလင္းပြဲအတြင္း မစၥတာဟုမ္းမ္စ္က ေျပာၾကားခဲ့တာပါ။ တစ္ FEC ဟာ ျပင္ပေပါက္ ေစ်းထက္ ၂၅% ေလ်ာ့နည္းေနတယ္၊ ဒီျပႆနာကို မိမိတို႔ ျမန္မာစစ္အစိုးရကို အေၾကာင္းၾကားထား တယ္၊ ဒီကိစၥ မွာ ဘယ္သူအျမတ္ထြက္ေနတယ္ဆိုတာ သူ႔အေနနဲ႔ ရွင္းရွင္း လင္းလင္း မသိဘူးလို႔ မစၥတာဟုမ္းမ္စ္က ဆိုပါတယ္။
ျမန္မာစစ္အစိုးရဟာ သူ႔အတြက္ ဘ႑ာေငြရဖို႔အတြက္ အေတာ္နိမ့္တဲ့ေငြလဲႏႈန္းကို အသံုးခ်ခဲ့တယ္လို႔ ေ၀ဖန္ၾကပါတယ္။ နာဂစ္မုန္တိုင္းသင့္ ျမန္မာျပည္သူေတြအတြက္ ႏိုင္ငံတကာက ကူညီေထာက္ပံ့တာေတြကို ျမန္မာစစ္အစိုးရက ကန္႔သတ္ခ်ဳပ္ခ်ယ္တဲ့ အေပၚ ျပစ္တင္႐ႈတ္ခ်မႈရဲ႕ေနာက္ပိုင္းမွာ စစ္အစိုးရရဲ႕ ေငြ လဲလွယ္ႏႈန္းေၾကာင့္ ႏိုင္ငံ တကာကေပးတဲ့ အကူအညီေတြ သိသာတဲ့ ပမာဏအတိုင္းအတာနဲ႔ ဆံုး႐ံႈးမႈျဖစ္ခဲ့ရ တာ ကို ကုလသမဂၢက ၀န္ခံလိုက္တာျဖစ္ပါတယ္။
ဒီအေတာအတြင္းမွာပဲ ေရာဂါျဖစ္ပြားမႈႏႈန္းျမင့္မားတဲ့ ၾကက္ငွက္တုပ္ေကြးေရာဂါကို တားဆီးကာကြယ္ဖို႔၊ ထိန္းခ်ဳပ္ဖို႔နဲ႔ တိုက္ဖ်က္ဖုိ႔ေတြမွာ ကမာၻ႔ဘဏ္ရဲ႕ ေငြေၾကးအကူ အညီနဲ႔ FAO ကုလသမဂၢ စားနပ္ရိကၡာနဲ႔ စုိက္ပ်ဳိးေရး အဖြဲ႕က ျမန္မာႏိုင္ငံကို အကူအညီ ေပးမယ္ဆိုတဲ့သတင္း ထြက္လာပါတယ္။

အဲဒီ အံေတာ္ႏွစ္ဆူစလံုးကို ၂၀၀၂ ခုႏွစ္တုန္းက ရွီဖာေၾကာင္က ၀ယ္ယူခဲ့တာ ျဖစ္ပါတယ္။ ပုဂံေတာင္က အံေတာ္ကို ယူေဆာင္သြားစဥ္က ဘယ္သူမွ မရိပ္မိလို္က္ၾကေပမဲ့၊ ဒုတိအၾကိမ္ ဘုန္းၾကီးရွီရဲ႕ တပည့္မ်ား အံေတာ္သိမ္က အံေတာ္ကို သယ္ယူရာမွာေတာ့ စစ္ေတြေလဆိပ္မွာ စစ္ေထာက္လွမ္းေရးက ဖမ္းမိလိုက္ပါတယ္။
ဒါေပမဲ့ ရွီဖာေၾကာင္ဟာ အဲဒီအခ်ိန္တုန္းက ဗိုလ္ခ်ဳပ္ၾကီးခင္ညြန္႕နဲ႕ အနီးကပ္ရင္းႏွီးတာေၾကာင့္ ဘာအေရးယူျခင္းမွ မခံခဲ့ရပါဘူး။ ေျမာက္ဦးက ဘုန္းၾကီးလဲ အဲဒီႏွစ္အကုန္မွာ ပ်ံလြန္ခဲ့ပါတယ္။ ဘုန္းၾကီးပ်ံေတာ့ သူ႕ရဲ႕ေသတၱာထဲမွာ သိန္းေပါင္းမ်ားစြာေသာ ေငြေတြကို ေတြ႕ရပါတယ္တဲ့။ ရွီဖာေၾကာင္ ၀ယ္ယူသြားခဲ့တဲ့ အေထာက္အထားေတြ ျဖစ္တယ္လို႕ဆိုပါတယ္။

အဲဒီ အံေတာ္ႏွစ္ဆူစလံုးကို ၂၀၀၂ ခုႏွစ္တုန္းက ရွီဖာေၾကာင္က ၀ယ္ယူခဲ့တာ ျဖစ္ပါတယ္။ ပုဂံေတာင္က အံေတာ္ကို ယူေဆာင္သြားစဥ္ က ဘယ္သူမွ မရိပ္မိလို္က္ၾကေပမဲ့၊ ဒုတိအၾကိမ္ ဘုန္းၾကီးရွီရဲ႕ တပည့္မ်ား အံေတာ္သိမ္က အံေတာ္ကို သယ္ယူရာမွာေတာ့ စစ္ေတြ ေလဆိပ္မွာ စစ္ေထာက္လွမ္းေရးက ဖမ္းမိလိုက္ပါတယ္။

YANGON, July 28 (Xinhua) -- The Myanmar Airways International (MAI), the sole national flag carrier, has resumed normal flight with a newly-hired aircraft as an alternate arrangement after its former aircraft was stopped flying Bangkok's new international airport, local private media reported Monday.
The 150-seat aircraft of the type of Boeing 737-400 was hired from the Thai-based NOK airline and the MAI's flight operation has resumed since Friday, the Voice quoted the MAI sources as saying.
MAI's former aircraft of MD-82, which was hired from Thailand's Orient Air, was barred from flying over Bangkok Suvarnabhumi new airport since Wednesday for having instances that the aircraft crashed recently near Phuket coast as cited by both Thai and Myanmar civil aviation authorities as well as having premium issue, the report said.
Earlier, the MAI once also hired airbus-319 from Bhutan's Druk Air and has been flying under code-sharing systems with Singapore's Jet Star, Malaysia's MH and Thailand's TG for Yangon-Bangkok and Yangon-Kuala Lumpur routes, the report added.
MAI is a joint venture between the state-run Myanmar Airways and the Region Air of Singapore set up in 1993 for sole international service covering flight destinations of Bangkok, Kuala Lumpur and Singapore.

Activists pressing for an end to military rule in Burma have accused global insurance groups of "underwriting" the Burmese junta by directly and indirectly insuring businesses that provide a cash lifeline for the generals.
In a report entitled "Insuring Repression", the Burma Campaign UK urges global insurance companies, including Lloyd's of London and Japan's Tokio Marine, to pledge to stop underwriting policies issued by state-owned Myanma Insurance, the monopoly provider of insurance policies in Burma. The report says global insurers have facilitated businesses such as airlines, natural gas pipelines, and ports and shipping services, which provide cash to the regime.
Johnny Chatterton, the report's author, said the insurance industry's secrecy made it difficult to determine the companies' precise interests in Burma.
The group called on large insurers to clarify their interests and on the European Union to impose sanctions that would prohibit insurance companies in member countries from doing business with Myanma Insurance or insuring entities in Burma.
Already, 11 of the world's top 30 insurance companies are prohibited by US financial sanctions from doing Burma-related business.
Lloyd's said: "A very small amount of reinsurance is written at Lloyd's in Burmese shipping and aviation. We are unaware of any -businesses at Lloyd's defying international sanctions. If we discovered any underwriters breaching sanctions, we would take action immediately."
Tokio Marine said it could not comment on the issue.

ငါ တို ့ လူ မ်ိဳး ဟာ ဒီ လူ မ ဟုတ္ တဲ့ မိစာၧ ေတြ ေၾကာင့္ ေအာက္ တန္း က် ေန ရ တယ္ ။ လူ မ်ိဳး တစ္ မ်ိဳး လံုး ညံ့ ဖ်င္း လို ့ မ ဟုတ္ ဘူး ။ ဆု အ မ်ား ဆံုး နို ဘယ္ ဆု ရွင္ ဟာ ငါ တို ့ ျမန္ မာ နိုင္ ငံ သား ပဲ ။ ဒီ လို ထူး ခ်ြန္ တဲ့ သူ ေတြ ရွိ တယ္ ။ တိုင္း ျပည္ ရဲ ့ အ နာ ဂတ္ ကို ကယ္ တင္ ဖို ့ ၊ မ်ိဳး ခ်စ္ အာ ဇာ နည္ တိုင္း မွာ တာ ၀န္ ရွိ တယ္ ။
ငါ တို ့ နိုင္ ငံ ရဲ ့ မိ ခင္ ေဒၚ ေအာင္ ဆန္း စု ၾကည္ ကို န မူ နာ စံ ထား ျပီး ၊ ငါ တို ့ တိုင္း ျပည္ လြတ္ ေျမာက္ ေရး အ တြက္ မ ဆုတ္ မ နင့္ ဆက္ ျပီး ၾကိဳး စား ၾက ရ မယ္ ။နိုင္ ရာ တာ ၀န္ ေတြ ယူ ၾက ရ မယ္ ။ ျမန္ မာ ျပည္ သား ေတြ ထဲ မွာ ေဒၚေအာင္ ဆန္း စု ၾကည္ လို လူ မ်ိဳး ၊ကို မင္း ကို နိုင္ တို ့ လို လူ မ်ိဳး ေတြ အ မ်ား ၾကီး ရိွ တယ္ ဆို တာ ျပ ၾက ရ မယ္ ။
ျမန္ မာ နိုင္ ငံ သာ း တိုင္း က သန္း ေရွြ မ ဟုတ္ တာ ကို ျပ ၾက ရ မယ္ ။ အုပ္ စု တစ္ စု ေၾကာင့္ က် ဆင္း ေန ရ တဲ့ အ မိ ျမန္ မာ ျပည္ ကို ကယ္ တင္ ၾက ရ မယ္ ။ အ နာ ဂတ္ ျမန္ မာ လူ ငယ္ ေတြ အ တြက္ သ မိုင္း ေကာင္း ေတြ ၊ အ ေမြ ေပး နိုင္ ၾက ရ ေအာင္ အာ ဇာ နည္ တို ့ နိုင္ ရာ တာ ၀န္ ကို ၊ မ ျငိဳ မ ျငင္ ထမ္း ရြက္ ျပီး ညီ ညီ ညြတ္ ညြတ္ ခ်ီ တက္ ၾက ပါ စို ့ ။ ယဥ္ ေက်း တဲ့ လူ ့ အ ဖြဲ ့ အ စည္း ကို ျပန္ လည္ ထူ ေထာင္ နိုင္ ရန္ အ တြက္ အာ ဇာ နည္ သင့္ ကို အ လို ရွိ ပါ သည္ ။
